In a large bowl, cream together the softened butter, granulated sugar, and brown sugar until light and fluffy.

Let the bars cool completely in the pan before frosting.
While the bars are cooling, prepare the frosting. In a medium bowl, beat together the powdered sugar, softened butter, milk or cream, and vanilla extract until smooth.

Spread the frosting evenly over the cooled bars.
